About the Data:
Homeless counts are compiled by federally recognized organizations known as Continuums of Care (CoC). A CoC represents all the homeless organizations in a particular region, and they are responsible for compiling and submitting all of the data on the number of homeless in the region to the U.S. Department of Housing and Urban Development (HUD). HUD then uses the data to determine the allocation of homeless assistance grants to organizations across the country, with the aim of ameliorating homelessness. It is noted that CoC homeless counts are likely under-counts given the difficulty of counting this population and the Point-In-Time (PIT) data method utilized by the CoCs. Thus, the homeless counts above may not account for all of the homeless persons in California.
